From September 1, 2025, the provision of social day care services for children with disabilities began NGO «Inclusion Without Exchange», funded by the UK Government under the SPIRIT project, implemented in collaboration with the Ministry of Social Policy, Family and Unity of Ukraine, the Fund for Social Protection of Persons with Disabilities, and UNICEF Ukraine, with administration by ISAR Ednannia.
Day care services for children with severe disabilities (Subgroup A) are designed to provide comprehensive support for children with significant functional limitations who require continuous care, assistance, and support in daily life.
The purpose of the service is to create a safe, stable, and supportive environment where children can receive essential care, developmental support, socialization opportunities, and meaningful participation in community life according to their individual abilities and needs.
Within the service, children receive assistance with daily living activities, mobility, feeding, communication, and participation in everyday routines. Particular attention is given to emotional well-being, the development of basic interaction skills, sensory engagement, cognitive stimulation, and supporting the highest possible level of independence and quality of life.
Support is provided by a multidisciplinary team that may include social workers, psychologists, rehabilitation specialists, educators, assistants, and other professionals according to the child’s individual support needs.
The service also provides important support for families by helping reduce the physical and emotional caregiving burden on parents and caregivers, while creating opportunities for rest, recovery, and addressing everyday family needs.
Special attention is given to respecting the dignity of every child, protecting their rights, supporting their individual pace of development, and creating an environment based on acceptance, care, safety, and inclusion.
